Position Summary
As a direct report to the Chief Human Resources Officer, the HRIS Director will be responsible for all aspects of Human Resources Information Technology, excluding Desktop and Applications Development (which will continue to be supported by DoIT). The HRIS Director will be a strategic member of the Human Resource Services (HRS) Team with oversight of systems and processes that are used to engage with all HR Units. This includes HR systems upgrades, integration and maintenance Projects from all areas, and HR data reporting and analysis, AA/EEO data requests. The HRIS Director will manage departmental resources, serve as liaison between HR, the Division of Information Technology (DoIT), external vendors and functional support teams as it relates to the support and administration of HR Technologies, and is responsible for the management and facilitation of various project and programs for the unit.
Essential Duties and Responsibilities
- Data Reporting and Analysis: Collaborate with the Division of Information Technology (DoIT) and all HR functional teams, HR partner teams including Administration and Finance, and other stakeholders to develop and plan data analysis and reporting projects including but not limited to the Annual ISL Reporting and Affirmative Action Plan Reporting. Provides simple and complex internal and external reporting focused on providing accurate, timely and readily interpretable HR data. Ensure that standard and ad hoc analysis and reporting meets the needs of the clients; information requirements and formats are defined, complexity of request is evaluated, determination made how to best satisfy request, and relevant reports are developed. - IT Portfolio Management: Responsible for planning, budgeting, and forecasting of current and future HRIS needs. Maintain awareness of HR vendor plans and their potential impact on HRIS functionality, including management for new application modules or functionality. Lead HRIS initiatives to engage DoIT/vendors on system integrations, system upgrades, process enhancements, reporting and data analysis to meet ongoing business needs. Will work directly with potential SaaS vendors as part of an ERP implementation. Would research, analyze, identify, and document the tasks to achieve the project goals. Organize, facilitate, and lead project team meetings to accomplish project deliverables. (35%)
- Management: Manages functional area within HRS and supervises staff as assigned. Assists with goal setting and promotes cooperation among individuals and groups. Ensures that HRIS develops strong technical, process and customer and customer service skills. (30%)
Minimum Required Qualifications (Civil Service)
CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER 1. Master’s degree in Information Technology, Human Resources, Business, or related field AND two (2) years of work experience in HRIS or a related field, including three (3) years of supervisory of experience

Bachelor’s degree in Information Technology, Human Resources, Business, or related field AND six (6) years of work experience in HRIS or a related field, including three (3) years of supervisory of experience
OR
Associate’s degree in Information Technology, Human Resources, Business, or related field AND seven (7) years of work experience in HRIS or a related field, including three (3) years of supervisory of experience
OR
Nine (9) years of work experience in HRIS or a related field, including three (3) years of supervisory of experience
2. Knowledge of Office 365, and OnBase and Tableau or business intelligence reporting
PERSONAL ATTRIBUTES NEEDED TO UNDERTAKE JOB 1. Excellent oral and written communications skills 2. - Master’s Degree in Information Technology, Human Resource, Business, or related field
- 10 years of work experience in HRIS or a related field, including five (5) years of supervisory of experience
- Demonstrated leadership capabilities, both as a leader of teams and as a leader of projects
- Demonstrate sound judgment when working through complex issues
- Ability to analyze, problem solve and clearly communicate observations and recommendations
- Knowledge and experience with ERP-HCM Systems
- Knowledge and experience with PeopleAdmin Systems
- Knowledge and experience with Office 365, and OnBase and Tableau or business intelligence reporting
- Certification a plus (Project Management Professional, Six Sigma).
