Position Summary
Business Services at the University at Buffalo is seeking an Assistant Vice President (AVP) for Purchasing and Contract Services responsible for managing, mentoring and developing five Procurement Directors and leading a large customer service-oriented team. As AVP you will be responsible for the strategic vision, leadership, planning and management of the purchasing functions for the university and oversee the execution of daily work within Purchasing and Contract Services As the AVP you will continually look for ways to streamline and eliminate unnecessary or redundant business processes and will work to enhance equity and inclusion goals in business process, and supplier diversity. Responsibilities and areas of immediate focus:
- Establish and maintain consistent and compliant contracting policies, procedures and guidelines across the institution and maintain a good understanding of public university finance and budgeting.
- Keep abreast of any changes that affect the university concerning contracting and procurement, inform or otherwise provide training to staff and other stakeholders.
- Assess risks and opportunities related to the University’s strategic priorities involving growth that will increase volumes of transactions for procurement.
- Assess the availability of training on relevant policies and procedures and develop a robust plan for improving skills and knowledge from the Purchasing and Contracts team and throughout the University.
- Evaluate people, process, policy, and technology to identify opportunities to streamline, standardize, simplify, and automate business process.
- Lead the assessment of the University’s use of Jaggaer to ensure optimal value-to-cost relationship.

Reporting to the Associate Vice President for Business Services and Controller, the the AVP position will build and maintain strong working relationships with key stakeholder areas across the University to ensure that the procurement process is effective and efficient.

Minimum Qualifications
- Bachelor’s degree in Business Administration or other related field required.
- Ten years of proven, season leadership success across broad and decentralized environments of comparable size and complexity, with the energy and passion to work with all divisions of a major research university.
- Seven years of experience negotiating contracts and procurements and/or seven years’ experience drafting complex contracts and procurements.
- A demonstrable commitment to promoting and enhancing diversity.
Preferred Qualifications
- Experience in establishing procurement processes that eliminate bias and barriers for businesses owned by minorities, women, and veterans and emerging small businesses to procure goods and services development.
- Experience working with State and Federal Regulations, including public procurements laws.
- Experience developing a training strategy on contracting and procurement regulations and policies to diverse audiences.
- Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Supply Chain Professional (CSCP) or other industry recognized professional certification in procurement, contracting, or supply chain management.
