Academic Career & Executive Search is pleased to assist the Dallas County Community College District (DCCCD) in their search for a Chief Human Resources Officer (CHRO).

 

The District seeks a highly accomplished, collaborative leader and change agent with a successful track record in the areas of talent acquisition, development, succession planning, support and management. This is a critical role carrying full responsibility for the vision, leadership and administration of system-wide human resources, leadership development and employee relations programs.

 

This highly visible position reports directly to the Chancellor and serves as a senior-level administrator and member of the Chancellor’s Cabinet.

 

The successful candidate should display the following key attributes:

 

  • Familiarity and experience working with and leveraging technology in all aspects of the recruitment, acquisition, onboarding, retention and management of talent including utilizing smart technology, validated AI and algorithms, AI chatbots, and social media.
  • Ability to assess, implement and best deploy strategies for efficient and productive delivery of human resources and talent services across a system in a centralized or decentralized manner.
  • Strategic understanding of the process, tools, and systems available to support dynamic decision-making.
  • Assess organizational structure options that are available to the District to support a student-centric network with an expanded strategic role for human resources.
  • Interest in, and a successful record of, strategic risk-taking and change management, requiring the identification and elimination of barriers to the delivery of the required result within a culture that is responsive, nimble, innovative, effective and results oriented.
  • Possess vision and organizational strengths to assess and identify requirements needed to move from the current structure to a new structure, as applicable.
  • Ability to identify new competencies/skills/capabilities needed initially and ongoing in a new structure as well as ability to develop a reasonable plan to either re-train current staff or hire new staff so that all of the needed competencies/skills/capabilities are available when a new structure and new ERP are both available.
  • Strategic knowledge to effectively work with and support executive leadership in the District to determine how Human Resources may best partner in the development of the DCCCD’s strategic plans and HR’s role in fulfilling the DCCCD’s mission, vision, and objectives.
  • Experience and ability to assist the DCCCD in meeting its commitment to diversity and inclusiveness with a successful record as a human resources executive showing an appreciation for diversity in all forms, including ethnic, gender, generational, behavioral and cultural.
  • Well-developed sense of the student population to be served, and the human capital available and required to provide educational experiences resulting in graduates, transfers, and employment.
  • A collaborative spirit, with a willingness to work as an active team member, inside and outside the organization, to facilitate positive results.

 

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Transforming the human resources operation into a strategic talent-focused and systemic service- oriented function.  Ability to assess and organize networked resources in a positive manner, whether thru direct supervision or indirect influence.

 

  • Promoting an organizational culture of inclusivity and appreciation for the diversity represented in the county, the student body, and the employee population to be served.

 

  • Building a comprehensive strategy to align recruitment and development activities to satisfy network needs driven from the Board strategic initiatives, through strong internal alliances and strategic external partnerships.

 

  • Developing and maintaining a system of total compensation which attracts quality applicants, rewards outstanding work and results, and encourages longevity in return for productivity.

 

  • Developing, updating and maintaining policy which meets Board expectations, supports student success through employees, promotes consistency and fairness, and encourages measurable accountability and productivity throughout the organization.

 

  • Participating in a wide array of collaborative and strategic discussions with the Chancellor, other District administrators, and College presidents to further the progress of the District and individual colleges in meeting desired goals and designing effective solutions.

 

  • Modeling an effective communication strategy designed to promote confidence and transparency while strengthening communications skills in others, improving understanding and efficient problem-solving within the organization and among employees.

 

  • Making decisions which are data-informed, ethically and strategically sound for both short and long-term initiatives.

 

  • Leading and supervising staff engaged in talent recruitment and training, total compensation, performance, recognition, retirement, and related compliance.

 

 

MINIMUM EDUCATIONAL/SKILL REQUIREMENTS:

  • Master’s degree required.
  • Five to eight years of upper level administrative experience in a comparable position.
  • Requires five years of supervisory experience of full-time staff.
  • Demonstrated human resource leadership in a complex, multi-million dollar organization.
  • Demonstrated experience in managing large complex projects with an understanding of effective change management strategies.
  • Demonstrated experience in oral and written communications confirming the ability to effectively research, organize and persuade diverse audiences, internal and external to the college and system.
  • Strong knowledge and experience providing effective customer service.

 

PREFERRED EDUCATIONAL/SKILL REQUIREMENTS:

  • Advanced certification in human resources preferred.
