The successful candidate is highly organized, strategic and an exceptional communicator who interacts and supports constituents from the president’s office to faculty and staff across campus. A natural leader, educator, and trainer the Director is a data ambassador who enjoys working with the campus community to develop programs to help them better understand and utilize data. The Director is skilled and adept in understanding and managing data across multiple systems.

The Director reports to the Provost and Executive Vice President for Academic Affairs and works closely with the Office of the President, Vice Provost’s, Deans and others across campus. This position supervises the staff and graduate assistants within the Office of Institutional Research.

The Director of Institutional Research serves a crucial function within the university as they:

  • Manage the reporting of academic and institutional data to state and federal agencies required for university compliance with state and federal laws, and for eligibility for Federal Title IV and State SSI funds. Accurate reporting of this data is linked to hundreds of millions of dollars in revenue annually.
  • Organize the gathering and analysis of institutional data necessary for nearly all institutional, administrative, and programmatic decision-making. Provides the foundation on which all data-driven decision-making rests.
  • Support numerous units across campus with data, analysis, self-service data tools and training.

The Director of Institutional Research is responsible for the administration and leadership of the Office of Institutional Research. The director’s primary responsibility is to provide professional and technical leadership to the Institutional Research staff. The primary task of OIR is to provide reports and data analysis in an accurate and timely fashion to external agencies, the University of Toledo central administration, and other constituencies according to priorities set by the Office of the Provost.

The director will maintain and enhance institutional reporting and analytical capabilities through the development of improved, centralized data management and data collection processes.

The Director is responsible for providing leadership and innovation in supporting the institution’s strategic planning and implementation process, accreditation and assessment, and in developing and sustaining a culture of evidence-based decision-making.

Responsibility includes providing data to external entities including state, regional, and national organizations and federal agencies. The Director will ensure university participation in internal and external surveys as designated by the Provost and President, and to provide analysis of survey data.

The Director will participate in university-level committees as needed to ensure data integrity and to provide expertise and information for date-driven decision processes.

Responsibilities

  • Manage the Office of Institutional Research, which includes staff leadership and administration of the OIR’s resources and budget.
  • Lead and direct all efforts in preparation of data reports to state, federal, and other outside agencies, meeting all required deadlines.
  • Represent University of Toledo to ODHE as the Higher Education Information System (HEI) liaison.
  • Ensure and assist the university and colleges in meeting regional accreditation data requirements.
  • Lead the OIR team in providing data and analysis related to strategic planning and implementation, accreditation, assessment, retention, and other institutional initiatives.
  • Provide expert consultation, data analysis, and interpretation to university leadership.
  • Develop methods for gathering and analyzing data regarding learning outcomes, student and institutional characteristics, institutional demographics, community needs assessments, enrollment and retention, and institutional, programmatic, and pedagogical effectiveness. Many of these tasks will require coordination with the Office of Assessment, Accreditation, and Program Review.
  • Develop, coordinate, and publish the annual data fact book. Keep IR web pages and data tools up to date with IR reports.
  • Oversee the development of data access tools through Argos and other platforms to enable colleges, departments, and other constituents to access information they need. Establish and maintain systems for training end users on data access tools.
  • Manage, prioritize, and respond to ad hoc requests for data and reports under guidelines set by the Office of the Provost.

Required qualifications and experience:

  • Master’s degree or higher in an appropriate discipline such as education, social science, policy analysis, or information technology
  • Minimum of 3-5 years of experience related to institutional assessment and planning in a higher education environment.
  • Working knowledge of higher education ERP systems, particularly Banner
  • Background in the application of data warehouse technologies including the use of SQL and statistical analysis packages (SAS, SPSS, R, etc.)
  • Background in education data analysis and problem solving
  • Strong understanding of research methodologies and the ability to translate important institutional questions into accurate, relevant, and valid analysis.
  • Ability to multi-task among competing priorities and projects, track progress and details, and keep things from falling through the cracks
  • Ability to meet critical deadlines
  • Strong interpersonal and communications skills
  • Ability to work with multiple constituencies, including faculty, academic unit leadership, professional staff, and senior administration.
  • Ability to make administrative/procedural decisions and judgments
  • Ability to foster and maintain a cooperative work environment
  • Experience with regional accreditation processes and systems
  • Perform assigned responsibilities, duties, and tasks according to appropriate practices, procedures, techniques, and standards in a safe manner with minimal supervision.
