Departmental Overview
The Graduate Division oversees graduate admissions, fellowships, grants, academic employment, preparation for teaching, mentoring activities, professional development, academic progress, and degree milestones.

As a central service center for the entire campus, the Graduate Division works to guide and assist students from the moment of admission, through the various milestones of their progress, to the completion of their degree requirements. We provide academic, personal, and professional support services that are vital to the everyday well-being and life-long successes of Berkeley master’s, professional, and doctoral students.

As the authoritative resource and chief advocate for graduate education, the Graduate Division ensures the equitable administration of policies governing graduate studies across Berkeley’s seventeen schools and colleges. As the administrative arm of the Academic Senate’s Graduate Council, we partner with the faculty and staff of each program and the deans of each school and college to maintain the world-renowned quality of Berkeley’s graduate education.

By fulfilling those responsibilities, the Graduate Division acts as a steward for the generosity of supporters of graduate education at Berkeley.


  • Provides guidance and direction to Fellowships staff on the most complex and sensitive issues and circumstances.
  • Handles requests for exceptions to policy, advising the Assistant Dean and Associate Dean on historical background and context and making recommendations regarding disposition; exercises professional judgment in modifying office procedures and granting exceptions thereto.
  • Plans and implements annual fellowship competition for entering students; works with Associate Dean for Student Support to manage faculty reviewers, system tools, the evening review event, and follow up communications with departments and fellowship awardees.
  • Oversees and organizes operations in the areas of fellowships and appointments.
  • Assigns staff roles and program responsibilities to best serve campus constituents (departments, GSAOs, students) and to reflect organizational priorities and available staffing resources; designs escalation path for fellowships and appointment inquiries and issues.
  • Works with Funding Analyst, Development, and Budget staff to ensure the administrative feasibility of new funding policies, structures, and budgetary decisions.
  • Works with partner offices (Financial Aid and Scholarships, Billing and Payment Services, Cal Student Central, and BRS HR) to coordinate service and business processes.
  • Proposes and implements changes to the Graduate Division’s role in the graduate funding arena, addressing campus-wide needs and opportunities.
  • Collects relevant data and input from staff in academic departments and programs to develop new service models and refine or restructure the Graduate Division’s role and function vis-à-vis other campus units.
  • Monitors and evaluates employee performance and provides direction and assistance; ensures that staff are properly implementing university and external award policies and adhering to internal controls and information privacy rules.
  • Provides training and guidance to subordinates and campus constituents.
  • Communicates with campus departments regarding processes and policy implementation (Fellowships Handbook, GSAO meetings, etc.).
  • Works with Communications team to develop appropriate communication strategies and web offerings, both for policy/process and assistance in obtaining fellowship funding.
  • Coordinates and offers presentations on graduate funding at Berkeley to various constituencies, including potential and new students in campus-wide events.
  • Ensures compliance with federal, state, University, agency, and donor laws, regulations, policies, and terms.
  • Directs Graduate Division’s implementation of external fellowship programs (especially the NSF GRFP), ensuring compliance with program terms and accurate reporting to external sponsors.
  • Leads coordinated efforts to construct, implement, and refine appropriate compliance processes, and to provide advising to academic departments on those processes.
  • Manages portfolio of gift and endowment funds, overseeing selection of fund recipients (through fund-to-fellowship matching) and working with Development team on donor reporting.
  • Works with Budget office and Financial Analyst to implement fund budgeting plans.
    Required Qualifications
  • Advanced knowledge of policies, regulations, and practices for awarding graduate student funding.
  • Advanced knowledge of University policies, processes, and procedures, including those related to supervising employees, or equivalent experience.
  • Advanced knowledge of advising and counseling techniques.
  • Ability to interpret complex policies and develop procedures to ensure compliance.
  • Advanced problem identification, critical thinking, and problem solving skills; judgment and decision-making ability.
  • Organizational skills and ability to prioritize work for self and others to meet deadlines; must be able to juggle multiple tasks using delegation and time management skills effectively.

  • Bachelor’s degree and/or equivalent experience/training.

Preferred Qualifications

  • Experience with PeopleSoft Campus Solutions, and with SIS Award Entry, strongly preferred.

Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $61,600.00 – $93,900.00.
