Departmental Overview

The Executive Director of the West Big Data Innovation Hub (West Hub) provides senior management and leadership of a multi-institution and multidisciplinary research effort. UC Berkeley serves as the home for the West Hub, one of a network of four regional efforts seeded by the National Science Foundation. Along with partner institutions The University of Washington eScience Institute and the San Diego Supercomputer Center at UC San Diego, UC Berkeley serves as the central organizational point for the West Hub, which brings together academia, industry, government, and non-profit organizations from across a 13 state region. Having the Hub centered at Berkeley provides a highly visible campus leadership position in Big Data and Data Science, and provides additional opportunities for researchers across the campus.

The purpose of the Data Innovation Hubs program is to help scale up the activities and partnerships established over the past years by the National Big Data R&D Initiative, as well as stimulate new regional and grassroots partnerships in this field. It accelerates Big Data solutions to societal challenges by convening stakeholders across sectors to partner in results-driven programs and projects; act as a matchmaker among the various academic, industry, and community stakeholders to help drive successful pilot programs; help share best practices; help accelerate technology transfer between universities, public and private research centers and laboratories, large enterprises, and small- and medium-sized businesses; facilitate engagement with opinion and thought leaders on the societal impact of Big Data technologies; and support education and training in the interdisciplinary field of Data Science.

The ED will play a central role in leading the West Hub. This role will involve a great deal of outreach across campus and across the 13 state western region. The ED will represent the West Hub in interactions with the other NSF Big Data Innovation Hubs, and will interact with Federal agencies and others who are defining a national Big Data research agenda.

Responsibilities

25% Coordinate research efforts within and between university teams, including assisting PIs at Berkeley, Washington, and SDSC in developing and communicating research and development content; overseeing efforts to prepare annual progress reports, budgets, and funding reports, personnel development reports as well as ad-hoc report and information requests; and leading efforts to organize and execute any site visits by the National Science Foundation and additional research conferences as needed.

25% Actively work to seek additional funding and opportunities for follow-on research projects via ongoing business development by working with regional partners to develop area-specific activity proposals for future funding programs associated with the NSF Regional Big Data Innovation Hub effort and others. Investigate additional opportunities for funding and long term sustainability of the Hub via industrial funding and other (non-NSF) agencies. Coordinate proposal preparation for NSF and other opportunities.

15% Coordinate with major government agencies including the NSF, Department of Homeland Security (DHS), Department of Energy (DOE) and other members of the Networking and Information Technology Research (NITRD) Big Data Senior Steering Group.

10% Coordinates, plans, and executes programs in conjunction with related members of the West Big Data Innovation Hub at University of Washington (UW) and SDSC.

10% Participate in national level meetings, briefings to the National Science Foundation, other government agencies, industry, and international organizations about all aspects of the research and how the research should be viewed in the larger social context.

5% Plans, directs, and controls program budget and manages financial, HR, technical and other supporting resources.

5% Assesses program's effectiveness, and recommends changes to program's content, policies, and strategic goals accordingly.

5% Presents and hosts seminars and workshops and participates with faculty on research.

Required Qualifications

This is a one-year contract position
  • Academic background and recognized expertise in selected area of research.
  • Expert oral and written communication skills.
  • Experience giving presentations to a variety of audiences.
  • Leadership experience in academic and/or government agencies.
  • Policy development experience, particularly around Federal scientific initiatives.
  • Demonstrated expertise building collaborations between academia, industrial and/or governmental agencies.
  • Demonstrated expertise with program building within a leading academic institution and administrative, budgetary, human resources and financial principles and practices.
  • Expert ability to work with a dynamic and diverse group of faculty, staff and students.
  • Expert fundraising experience.
  • Ph.D. or Equivalent in data or science-related area and/or equivalent experience/training.
  • Expert negotiation skills.

  • The salary range designated for this position: up to $165,000; however, starting salary will be commensurate with experience.
  • This is a one-year contract position. Contract positions may be extended based on operational demand. Contract positions are eligible to participate in the health and welfare programs offered by UC Berkeley.
