Job Summary
Simmons University is looking for a Director of Student Accounts / Bursar (Director/Bursar). Reporting to the Associate Vice President of Enrollment Management, the Director/Bursar is a critical member of the Office of Student Financial Services (SFS) whose primary functions include assessment and collection of tuition, room and board, and fees for all student populations; maintenance of TouchNet website for student payments and refunds; production of 1098-T federal tax documents; reporting of all billing and account totals; third party vendor management for payment plans, collection agencies, health insurance, tuition insurance and online billing, and ongoing staff development and training. Leading a team of seven administrative staff, the Director/Bursar is responsible for leading a student centered office with exceptional customer service.

Responsibilities:
  • Manage the assessment and collection of approximately $250 million in gross tuition, housing, and fee revenue for all undergraduate and graduate programs;
  • Responsible for regularly scheduled mailing and uploading of statements for both current and delinquent accounts, regularly reviewing the status of the receivable balance and strategizing to reach an optimum level of outstanding accounts receivable;
  • Oversee accounts receivable matters that extend to other departments at the University, such as Finance, Admissions, Financial Aid, among others;
  • Develop a plan, in collaboration with the Director of Financial Aid and University-wide Admission directors, to that coordinates the billing/collection processes with other enrollment processes and timelines;
  • Oversee and manage student data preparation for Form 1098-T annually in accordance with current IRS guidelines;
  • Create and maintain the tuition and fee rate tables to ensure accurate billing for all Simmons University students in accordance with current academic year tuition, fee and insurance rates each semester;
  • Provide revenue data to the AVP of Enrollment Management on a weekly basis;
  • Serve as the key point of contact for the Finance and Controller's Office regarding accounts receivable matters as well as internal and A-133 external auditing for fiscal year end reporting;
  • Maintain, review and revise accounts receivable policies, procedures and guidelines on an annual basis - and as necessary, including but not limited to, representing student accounts in appropriate staff meetings, institutional meetings and institutional events/functions like Orientation;
  • Oversee the Student Financial Services email inbox and front desk operations;
  • Manage programs including the implementation of educational assistance programs such as: Vocational Rehabilitation Agencies, the Department of Veteran's Affairs, AmeriCorps, the SACM and other government agencies; Student Health Insurance Program (SHIP); and tuition remission program in coordination with the Office of Human Resources;
  • Other responsibilities as assigned.


Education
  • Bachelor's Degree required.


Knowledge, Skills & Abilities
  • Minimum five years of related professional experience in collections, billing, customer service, management, preferably within higher education;
  • Demonstrated experience and deep knowledge of higher education principles, practices and procedures as they relate to student account operations;
  • Knowledge of university and/or public auditing policies, standards, and procedures;
  • Demonstrated experience and knowledge of federal and state financial regulations, and university financial policies and procedures;
  • Skill in budget preparation and fiscal management;
  • Demonstrated experience of cashiering and cash management principles, systems, procedures, and standards;
  • Knowledge of accounting and accounts receivable principles, methodology, and practices;
  • Management experience strongly preferred;
  • Experience using a data enterprise resource planning (ERP) system, such as Banner or similar system, to analyze data and prepare reports;
  • Ability to foster a cooperative and inclusive work environment.
