Departmental Overview

The mission of the Division of Computing, Data Science, and Society (CDSS) is to educate generations of computational and data-driven leaders, advance the foundations, applications and implications of computing, statistics, data science (DS) and domain disciplines, develop data-driven solutions to the world's most urgent problems, and translate research into real-world innovations and impact, and to do all of this at scale. CDSS fosters innovative efforts by faculty, students, and staff to develop broadly accessible and forward-thinking curricula and educational opportunities. It seeks to connect research and applications across disciplines and catalyze groundbreaking research to meet society's greatest challenges. CDSS is reimagining inclusive collaboration with the arts and humanities, natural sciences, social sciences, and a broad array of professional disciplines to tackle the technical, scientific, social, and human dimensions of urgent challenges in health and biomedicine, climate and sustainability, and human welfare and social justice. CDSS considers critically the profound impacts of data and computing in a rapidly evolving digital world.

The Division was established in Fall of 2018 and is on a pathway to becoming the first new college at UC Berkeley in more than fifty years. CDSS encompasses five academic units holding faculty and offering degree programs: the Department of Electrical Engineering and Computer Sciences (EECS, co-governed with the College of Engineering), the Department of Statistics, the School of Information, the Center for Computational Biology (CCB), and the group in Computational Precision Health (CPH, jointly with UCSF). It includes the Data Science Undergraduate Studies (DSUS) unit which provides administrative support and advising for the popular Data Science Major, as well as co-curricular programs to broaden access to education and careers in data science. CDSS also houses interdisciplinary research units such as the Berkeley Institute for Data Science (BIDS), the Bakar Institute of Digital Materials for the Planet (BIDMaP), the Schmidt Center for Data Science and Environment (DSE, joint with Rausser College of Natural Resources), and the D-Lab (shared with the Division of Social Sciences in the College of Letters and Science). The interdisciplinary and translational mission of CDSS is reflected by the units currently in CDSS and those in the process of being formed. There are close ties among units within CDSS as well as with the rest of campus. The units also range in size and structure, from newly-formed augmented graduate groups to large departments.

This position will serve as the Executive Assistant Dean for the Division of Computing, Data Science, and Society and will have significant opportunities to help build the academic and administrative structures for the new Division. We seek an individual of exceptional administrative ability, vision, and creativity who will help guide the Division through a period of rapid growth that affords many opportunities for innovation in administrative practices. This senior position is responsible for the allocation of financial resources of the Division and has significant oversight responsibilities for a wide variety of functions and programs across the Division as a whole. The position is responsible for administering joint programs between the Division and other entities on the Berkeley campus (e.g., the College of Engineering for the joint administration of the EECS Department) and at other UCs (e.g., with UCSF for the joint administration of the CPH program).

40% Administration and Finance

  • The Executive Assistant Dean serves as Chief Administrative Officer (CAO) for the Division of Computing, Data Science, and Society.
  • Provides strategic advice to the Associate Provost/Dean and Associate Deans and implements decisions on all operational matters that have division-wide impact, such as finances, budget processes, management of philanthropic gifts, staff human resources (HR), educational program support, communications, campus and external relations, and space/facilities.
  • Develops and implements staff organizational structures to support the Division's mission.
  • Supervises or works in partnership and in an integrated manner with divisional staff in functional areas that include education, finances, academic personnel, human
  • resources, development, communications, campus and external relations, and space/facilities.
  • Manages divisional staff performance review and merit processes.
  • Manages divisional resources, and develops strategies, policies, and procedures for revenue generation and to optimize efficient utilization of available resources.
  • Resolves complex financial issues within the division.
  • Serves as the primary liaison with Berkeley Regional Services for academic personnel and HR, payroll, purchasing and reimbursement, research administration, and IT services.
  • Manages the annual budget process for the departments and programs in the division. Analyzes funding requests against other critical commitments in the division and advises the Associate Provost/Dean on key budgetary decisions, e.g., allocating campus support, aligning resources, and making budgetary trade-offs to meet the division's strategic priorities.
  • Oversees adherence to approved budgets within the division and implements key financial controls.
  • Works collaboratively with the Executive Assistant Dean of the College of Engineering for the co-governance of the Department of Electrical Engineering and Computer Sciences.
  • Consults with the chairs and managers of departments, augmented graduate groups, and other units in CDSS to optimize management structures and operations across the division.
  • Ensures departmental compliance with campus and divisional policies and procedures in all functional areas.
  • Serves on select hiring committees and makes recommendations for the selection of division, department, and center manager positions and senior staff.
  • Provides mentoring, training, and professional development opportunities for division and department staff.
  • Coordinates with other entities on the UC campus and at other UCs to administer joint programs.

35% Strategic Planning

  • Leads and manages strategic initiatives and planning endeavors.
  • Advises on and manages administrative and financial aspects of college formation, including the creation of new academic units and degree programs.
  • Oversees the planning of major and minor capital projects, including working with the divisional development office to coordinate fundraising goals and capital project needs and consulting with partners inside and outside of the division.
  • Oversees the transitions and occupation of the new Gateway building.

20% Campus-Level Leadership and Coordination

  • Participates in campus-wide CAO meetings and serves on various campus committees.
  • Represents the division and its departments with central units including the Controller's Office, Financial Planning & Analysis, Capital Strategies, OPA, Berkeley Regional Services, Facilities Services, Human Resources, Space Management, and Graduate Division.
  • Influences and participates in planning, designing, and implementing campus-wide processes.
  • Provides coordination for all central campus unit initiatives, including cascading information and providing training to the division community and escalating issues/concerns to the relevant campus unit.
  • Executes campus policies and advocates with campus partners for modifications needed to accommodate the operational and instructional needs of the division. Provides review and advice for all new business agreements and coordinates with central campus offices such as Business Contracts and Brand Protection, and the Global Engagement Office.
  • Represents the division in any internal and external audits.

Required Qualifications

  • Skills in establishing and implementing customer service standards.
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Advanced knowledge of higher educational planning, budgeting and fund accounting principles.

Preferred Qualifications

  • Master's degree in a related field and/or equivalent experience.
  • Knowledge of related University and Campus policies, procedures, and common campus- specific and other computer application programs.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $124,500 to $214,050 annually, not to exceed $243,900 (grade 27). This is a 100% FTE career position eligible for full benefits.
