The Health Sciences Chief Information Officer (HS CIO) at the University at Buffalo is a visionary leader responsible for the strategic direction, implementation, and management of information technology (IT) systems across 17 individual clinical practice plans operating both as separate standalone clinics and within affiliated hospital partners. The HS CIO ensures that IT infrastructure, applications, services and information security strategy within the Academic Medical Center (AMC) align with the institution’s mission to provide world-class healthcare, education, and innovative and impactful research.
This role involves close collaboration with senior leadership, clinical directors, affiliated practice plans and hospital CIOs, CMIOs, CISO, CFOs, IT vendors, and other key stakeholders to drive digital transformation and innovation. The HS CIO also serves Executive Director of the UB Office of HIPAA Compliance and is responsible for coordination of HIPAA at the University at Buffalo and maintains UB’s Covered Function Designation. The ideal candidate will exhibit profound expertise in information technology and information security management and HIPAA compliance within a large healthcare sector organization, combined with a strategic mindset and exceptional leadership skills.
Key Responsibilities:
Strategic Leadership:
- Develop, Implement and execute a comprehensive IT strategy while following all regulatory requirements.
- Lead, mentor, supervise and manage the information security team, the Jacobs School of Medicine Director of the Office of Medical Computing (OMC), and work to create comprehensive security strategies among OMC staff and leadership.
- Collaboration with leadership to align IT strategies and Lead digital transformation initiatives to improve clinical, educational, and research outcomes, while advising on organizational impact that can contribute to IT infrastructure.
Governance and Compliance:
- Work within IT governance, establish and maintain IT governance while ensuring compliance with relevant regulations, security policies and controls including HIPAA, HITECH, NIST and other healthcare-specific guidelines,
- Adherent to ONC (Office of the National Coordinator for Health Information Technology) standards to enhance the security of electronic health records and health IT systems, and State University of NY policies and practices.
- Maintain HIPAA required SUNY/UB Hybrid Covered Function declaration and work with units that must comply with HIPAA compliance, including the UBMD Chief Counsel.
Risk Management:
- Conduct regular risk assessments to identify vulnerabilities and ensure robust mitigation strategies.
- Develop and maintain incident response plans, including preparation, detection, containment, and recovery measures.
Infrastructure Management:
- Oversee the design, implementation, and maintenance of robust, scalable, secure IT infrastructure, while ensuring reliability and performance of networks, data centers, and cloud services.
- Change Management: Lead the strategic oversight and operations of the technology infrastructure, including storage, server infrastructure, software support and audio-visual support needs, classroom IT support of centrally scheduled rooms and conference rooms.
Application and Data Management:
- Lead the development and deployment of clinical, administrative, and educational applications and implement data management ensuring integrity.
Cybersecurity:
- Develop and implement comprehensive cybersecurity strategies to protect sensitive information.
- Work closely with IT, legal, and compliance teams to integrate security into organizational processes.
- Monitor and respond to cyber threats and incidents.
Innovation Research & Engagement:
- Drive innovation through the adoption of emerging technologies and best practices, including SPS research initiatives.
- Collaborate with clinical directors and practice plan leaders to understand, address IT needs and communicate effectively with internal and external stakeholders, including mentoring the IT team within the Jacobs School.
Budget and Resource Management:
- Develop and manage the IT budget, ensuring cost-effective allocation of resources
- Secure funding for IT projects and initiatives when possible, through grants and a variety of internal funding sources, including the Educational Technology Action Plan.
