Residential and Student Service Programs (RSSP) helps retain all students, regardless of their academic preparation, resources, or background, by providing a safe, functional, engaging, and diverse environment. Under the general direction of the Assistant Vice Chancellor / Chief Operating Officer of Residential and Student Service Programs (RSSP), this position serves as the primary steward for all RSSP facilities and is responsible for space planning, the physical facilities and related equipment upkeep (maintenance and grounds services, minor capital and emergency projects, utilities, dining equipment, building equipment, and furnishings), capital project recommendations and coordination, and related safety and emergency services for all University owned housing (single student, family, staff and faculty), dining, child care, commercial, and offices (overall approximately three million gross square feet and 280 acres of grounds managed by RSSP).
RSSP is comprised of several major components: Cal Housing (single student housing; family housing; faculty and staff housing), Maintenance & Trades, Design & Project Services, Housing Facilities Management and Custodial Services. It also acts as a major provider of services to the campus and local community during major emergencies and catastrophes such as fires and earthquakes. This position is also responsible for working collaboratively with RSSP leadership to establish standards for facility care and related metrics/reporting and then working to support the training of staff on optimal practices to ensure standards are met. Strong vendor/contractor management tactical and strategic direction and oversight is also an important responsibility.
This position interfaces/collaborates regularly with senior leadership within RSSP, Student Affairs, Environmental Health & Safety, Capital Projects, Risk Management, Campus Counsel, and Physical Plant as well as union leadership. The position may take on additional facilities maintenance responsibilities via recharge or memo of understanding for operations outside of RSSP direct responsibility as needed to assist the Division of Student Affairs and/or for revenue generation. It also acts as a major provider of services to the campus and local community during major emergencies and catastrophes such as fire, storms, and earthquakes.
- Provides leadership, direction and expertise through a team of subordinate functional managers (e.g., Maintenance & Trades, Design & Project Services, Housing Facilities Management and Custodial Services) for achievement of objectives (operational and budget processes, staffing/human resources and space planning) for a large, highly dispersed facilities management operation including multiple trades, maintenance staff, custodial staff, desk operations, and work order center.
- Provides oversight of a broad array of construction, renovation and capital improvement projects, and monitors those projects for compliance, costs and quality control inspections to ensure adherence to contract specifications and industry standards.
- Advises senior management on controversial situations, customer/vendor negotiations, or influencing and persuading other senior level managers.
- Instills strong management practices among subordinate managers and also creates an inclusive work environment.
- Provides oversight in the assessment and strategic planning of all assigned areas, and leadership for shaping mid to long term projections while soliciting ideas from staff and university stakeholders.
- Mentors staff in the areas of professional development, management and performance.
- Serves on campus committees and participates in professional association for education purposes and as a representative of the university.
- Advanced knowledge of the organization, system-wide and governmental policies and procedures and any related applicable laws and regulations and/or equivalent organizational knowledge.
- Knowledge of engineering and / or architectural design and concepts.
- Leadership skills to mentor and develop management staff.
- Strong knowledge of financial principles to analyze financial, operational and budgetary data.
- Broad knowledge of construction and maintenance principles, resource and property management, budgeting and codes and statutes.
- Understanding of student development and the impact of facilities on residents
- Bachelor's degree and / or equivalent experience / training in facilities management, architecture, engineering, urban design, city planning or landscape architecture.
