The University of Illinois at Urbana-Champaign (Illinois) and Carle Health System (Carle) have embarked on an exciting endeavor by creating the nation's first engineering-based college of medicine. In partnership, Carle and Illinois are seeking an exceptional leader to serve as the Associate Dean for Finance and Administration. A member of the Dean's executive leadership team, the Associate Dean for Finance and Administration will provide strategic and administrative leadership for budget and resource planning, financial analysis and reporting, and business and facilities operations.

Responsibilities of the position include developing annual revenue and expense budgets, modeling multi-year financial projections, advising the Dean and other senior leaders regarding college strategies and related resource implications, overseeing Human Resources and Information Technology operations, communicating with the Provost Office regarding college resources and hiring plans, and overseeing financial and human resource reporting to internal and external parties. The Associate Dean reports directly to the Dean of the Carle Illinois College of Medicine.

This is a rare opportunity to join an enthusiastically engaged, multi-disciplinary group of academic scholars, health care professionals, and specialists in medical education at the intersection of engineering, biological, and clinical sciences. This is a full-time, 12-month, non-tenured, administrative position. Salary will be commensurate with experience and qualifications; the start date will be as soon as possible after the close of the search.

Responsibilities and Duties:

Strategic Leadership (30%)
  • Provide strategic and operational leadership, vision, and oversight to the core areas of budgeting, financial reporting and analysis, procurement, human resources, facilities and information technology.
  • Collaborate with other college leaders to recommend, establish, implement and maintain policies, procedures, initiatives, and programs to support an innovatively designed and highly competitive engineering-based college of medicine. Ensure policies and procedures support the mission and objectives of the program and are in alignment with Liaison Committee on Medical Education (LCME) accreditation standards.


Administrative Leadership (40%)
  • Oversee the development of goals and overall work and performance of finance and administration, human resources and information technology offices/functions.
  • Develop and manage unit-level financial planning and reporting process that is effectively integrated with the college's overall budgeting and financial reporting and supports an environment that empowers unit leaders, creates accountability and facilitates timely and effective variance reporting and analysis.
  • Provide regularly scheduled and ad hoc reporting and analysis related to budgets and resource usage to interested parties, including the Provost Office, the Joint Liaison Committee, the Faculty Executive Committee, the LCME and the Association of American Medical Colleges.
  • Administer college funds to academic departments and functional units within the college.
  • Develop and oversee system of monitoring and tracking the various types of compensable faculty service and payment mechanisms. Working in partnership with Academic Affairs, recommend compensation schemes associated with different types of faculty service. Develop memoranda of understanding and shared employee agreements for compensable defined service roles. Analyze and provide reports of term and episodic service to ensure appropriate payment to faculty.
  • Work with Carle human resource, financial and clinical staff to resolve issues related to clinical faculty service and payment.
  • Oversee facilities and space management, planning and maintenance/operations.
  • Provide analysis and advice regarding college scholarship decisions.
  • Develop and maintain a system for tracking and processing college financial commitments.
  • Oversee purchasing, material and equipment acquisition, and disbursements.
  • Provide oversight of grants and contracts management, financial planning for sponsored programs and manage distributions of indirect cost recoveries.


Executive Leadership and Collaboration with College/Campus Units (25%)
  • Participate as a member of the Executive Leadership group and Dean's Cabinet, providing guidance and insight regarding college strategies and overall direction.
  • Collaborate with the leadership of other college functional units to discuss unit operating resource requirements and usage (both personnel and non-personnel) and evaluate the feasibility of resource requests in light of the full portfolio of needs within all college units.
  • Provide leadership in the LCME self-study process and the coordination of resource-related information to be shared with college stakeholders related to the college's accreditation activities.
  • Collaborate with college advancement staff on matters related to gift agreements, donor intent and utilization of philanthropic funding.


Additional Duties and Responsibilities (5%)
  • Serve as a member of college and university committees and other teams and task forces as requested by the Dean and other university leaders. As needed, attend other meetings of the college as well as joint and/or external committees and groups.
  • As a member of the college's leadership, help foster a culture of diversity, equity, and inclusion within the Carle Illinois College of Medicine.
  • Establish and maintain effective working relationships, interacting collegially and cooperatively with others in a manner consistent with a workplace of dignity and respect. Support and engage in equal employment opportunity principles, rules, and regulations.
  • Champion positive inter-professional relationships bridging the college's private/public organization and missions.
  • Support unique college partnerships with industry or other business partners and foundations.
  • Perform other related duties or projects as assigned to further the mission of the Carle Illinois College of Medicine.


Requirements and Qualifications:

Education:

Required:
  • A Bachelor's degree in finance, accounting, business, management, or related applicable field is required.


Preferred:
  • Advanced certification such as C.P.A. or advanced degree in a related field is preferred.


Required Experience, Skills, Abilities:
  • A minimum of seven years of increasingly responsible leadership experience managing finance and administration in higher education, preferably in a research-oriented institution.
  • Strong experience with budgeting, accounting, strategically forecasting and managing resources and knowledge of procurement principles in a research-oriented academic institution.
  • Record of experiences demonstrating skills and abilities to communicate successfully with stakeholders including administrators, faculty, staff, alumni, students, benefactors and business partners.
  • Experience supervising staff in a university environment.
  • Demonstrated ability to work collaboratively with faculty and administrators; excellent interpersonal and team skills.
  • A record of highly ethical conduct, respect for discretion and confidentiality, a high level of professionalism, collegiality and a strong record of sound independent judgement, initiative, and attention to detail.
  • Experiences demonstrating leadership, strategic planning and operational effectiveness resulting in effective outcomes.


Preferred Experience, Skills, Abilities:
  • Experience in financial planning and resource management in a school or college of medicine or other health profession.
  • Knowledge of University of Illinois Banner system, financial policies, business operations, and organizational structure.
  • Understanding of human resource principles in higher education, particularly related to faculty appointments and compensation.
  • Knowledge of principles underlying sponsored program administration.
