Position Summary
The Director of Budget & Records manages the budget and business matters of the College and maintains the financial records of the College of Law. The Director reports directly to the Dean of the College of Law.
Essential Duties and Responsibilities
- Manages the budget under the direction of the Dean and maintains all financial records of the College of Law funds, including tuition, fees, appropriations, and other revenue.
- Coordinates the preparation of all budgets for the College of Law, exercises control over expenditures from those budgets, prepares regular reporting regarding expenditures, and is responsible for other administrative business matters for the dean as delegated.
- Works closely with College of Law administrative units, including staff and faculty directors of all programs, to support and facilitate the annual budgeting process and to monitor expenditures.
- Coordinates with the Provost’s Office to facilitate the annual budgeting process for the College of Law.
- Oversees facility issues requiring expenditure and assists the Dean in planning and purchasing for any remodeling, renovation and maintenance of facilities.
- Self-initiates and prepares ad hoc financial analyses, develops financial models, and assists with other planning exercises as needed.
- Assembles data and prepares reports for the dean and outside agencies such as the American Bar Association on administrative business matters.
- Advises the dean and academic staff on administrative business matters, recommends changes in internal budgetary operating procedures.
Minimum Required Qualifications (Civil Service)
- Bachelors Degree in business administration, finance, management, or field related to the position.
- Two years of professional business, financial and/or financial managerial work experience.
Knowledge, Skills, and Abilities (KSAs) (Civil Service)
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, data entry, designing forms, and other office procedures and terminology.
- Knowledge of technology including electronic equipment, computer hardware and software, and their applications.
- Knowledge of arithmetic, algebra, statistics, and their applications.
- Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
- Ability to work collaboratively and communicate effectively as appropriate for the needs of the audience.
- Ability to work independently and effectively organize and prioritize multiple tasks.
- Ability to analyze and develop guidelines, procedures and systems to outline specific goals and implement plans to prioritize, organize, and accomplish tasks.
- Ability to manage a budget and work within the constraints of that budget.
- Ability to analyze, interpret, and explain work related documents, policies, and procedures.
Specialty Factors (Civil Service) Preferred Qualifications (Civil Service)
- Bachelor’s degree in accounting or finance or JD degree in accounting and/or a CPA
- Minimum of two (2) years’ experience in financial related field, and accounting with one being at the legal or administrative level.
- Knowledge of financial practices of Northern Illinois University and a working knowledge of law school administration and fiscal management functions.
- Excellent communication skills including routing interaction with the public.
