Department & Position Overview

The Assistant Vice Chancellor & Controller is a senior-level staff position at UC Berkeley and has responsibility for the oversight of accounting activities and financial services of the campus. Reporting to the Vice Chancellor for Finance & Chief Financial Officer, the Controller oversees the Controller's Office. The Controller's Office delivers efficient and effective financial services; supports decision- making based on timely and accurate financial information; provides best practice financial guidance and consultation; promotes accountability and the management of risk, and is an advocate for sensible policies and practices. The operations within the Controller's Office include Accounts Payable & Travel, Accounts Receivable & Banking Services, Contracts & Grants Accounting, Financial Accounting & Controls, Payroll Controls & Timekeeping Integration, BFS Business Systems, and Training & Communication.

The Controller, through subordinate management, develops and monitors the internal control environment; interprets and implements policies; develops and issues internal and external reports, and oversees financial systems. The Controller directs accounting and financial operations involving over 4,000 active extramural funds, about 385,000 individual accounts payable invoices and expenditures totaling $760 million, payroll totaling $1.3 billion per year for 31,000 employees (academic and staff), cash handling deposits exceeding $1.2 billion per year, and loans and receivables of $900 million per year. The Controller has authority, as delegated from the Chancellor to the Vice Chancellor, over the operation of controls designed to ensure sound and ethical business practices and compliance with existing policies and procedures as well as accounting laws and practices.

Key Responsibilities

The Controller directs the Controller's Office through a team of managers. The Controller develops and executes the vision and objectives of the unit and has full responsibility for all personnel-related matters. The Controller is a partner to other senior campus and finance leaders in establishing strategic plans and advises on opportunities, risks, and audit activities.

As the campus accounting leader, the Controller uses accounting best practices and standards and campus objectives to manage complex accounting assignments, issues, and projects. They lead the organization in the research, interpretation, and implementation of accounting and internal control policies and provide leadership for initiatives including but not limited to financial system improvements and new system or process implementations. The Controller represents UC Berkeley to external contacts pertaining to accounting and financial reporting matters of significance. The Controller provides leadership, training, and change management to the campus.

Candidate Profile

The successful candidate should possess extensive experience and in-depth knowledge of accounting and internal controls best practices, policies, procedures, and systems. They will possess the expert analytical and critical thinking ability to recommend, research, interpret, and apply policies and procedures to a complex environment. The candidate must have demonstrated success in people and resource management, as well as the ability to set vision and strategy for a large organization. As the Controller for UC Berkeley, the person will need outstanding ethics, commitment to integrity, and sound judgment. To successfully work with the various stakeholders on campus, they should have exceptional collaborative, communication, interpersonal, political acumen, and service orientation skills. Strong knowledge of GAAP, GASB, and FASB is preferred, as is an advanced degree in related area and/or a CPA.
