Departmental Overview

The Office of the Vice Chancellor for Research (VCR) oversees 55 multidisciplinary research units, including six museums, and six remote location field stations/reserves; administers the flow of research funding to the Berkeley campus and oversees research support units, including the compliance of campus research with federal, state and university regulations. The VCR plays a major role in campus-wide research policy development, as well as design and oversight of long-range strategic planning.

The BioEntrepreneurship Center (BEC) is administratively within the Office of the VCR and serves the wider Life Sciences Innovation and Entrepreneurship (I&E) ecosystem. It will be highly connected to, and inter- dependent with, other entities within that ecosystem, including the Bakar BioEnginuity Hub, the Integrative Genomics Institute, QB3, and the dual degree Life Science, Business, and Entrepreneurship (LSBE) program.


There are four main areas of responsibility for the Executive Director (ED) of the new Bio-Entrepreneurship Center (BEC).
  • Internal Ecosystem Engagement: BEC is a new category of center in that it was explicitly founded to serve as a complement to existing entities serving innovation and entrepreneurship (I&E) in the life sciences, not as a competitor. These other entities include: The Bakar BioEnginuity Hub (BBH), the Integrative Genomics Institute (IGI), the California Institute for Quantitative Biosciences (QB3), SkyDeck, and the Life Science, Business, and Entrepreneurship (LSBE) Program. Accordingly, the ED will need facility in working across organizational boundaries.
  • Board Management: The BEC will have both a Steering Committee and Board of Advisors.
  • External Relationship Management: For BEC to fulfill its complementarity mandate it will need to help the campus coordinate its external relationships in a way that respects where the primary relationship to campus lies while also generalizing those relationships to make them more valuable both to the campus as a whole and to the external entity.
  • Financial Model Development: The BEC is a term center meaning that it is set up to exhaust its $3m in initial capital over roughly five years. That operating budget of around $600K annually will permit a lot of creative initiative. That said, there will be high-value opportunities that arise that will need additional capital to fund.

  • Directs and administers an independent program with complete responsibility for administrative and programmatic activities:
  • Seed Funding: Launching and running the BEC seed funding competition for startups and doing so in a way that complements other campus funding sources.
  • Speaker Series: Launching and running a prominent BEC speaker series and doing so in a way that is additive to any similar efforts elsewhere on

  • Internships: Work on developing internship opportunities for students inthe life sciences, and especially in life sciences startups, it currently fragmented. The BEC ED will have an opportunity to help scaleconsiderably these opportunities by providing a more integrated point of contact with the university.
  • Venture Funding: The BEC ED will be an important point of contact forVCs and other sources of funding who need help navigating the campuswide life-sciences terrain.
  • Advisor Network: Beyond the Board of Advisors, we expect that the EDwill help develop an explicit corps of people who volunteer to act as

advisors to our students and startup teams, including advice around careers, building successful teams, and getting funded.

  • Facilitates the efforts of various departments, managers, and outside constituencies to ensure collaboration, especially across related units on campus.
  • Participates in advanced program budgeting and accounting processes to support financial infrastructure of program. As a term center, i.e. a center that is established to run for five years, the rate of spend over that period will need to be managed with extra consideration for the time path and maximizing effectiveness over time.
  • Assesses program's effectiveness, and recommends changes to program's content, policies and procedures accordingly. Core to the mission of this center is the idea of complementarity in the sense that the center is designed to make the campus add up to more than the sum of its parts in the area of Life Sciences innovation and entrepreneurship.
  • Manages financial and HR resources.
  • Manage $3M in initial capital over five years and address high-value opportunities that arise that will need additional capital to fund.

Required Qualifications
  • Thorough knowledge of administrative, budgetary, human resources and financial principles and practices.
  • Strong oral and written communication skills.
  • Strong ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Strong interpersonal skills and ability to work with diverse groups to achieve results.
  • Strong ability to work collaboratively with internal and external peers and managers.
  • Advanced degree in related area and / or equivalent experience / training.
  • Demonstrated experience directing and administering programs.
  • Experience working in large, complex organizations.
  • Evidence that can think and act entrepreneurially.

Preferred Qualifications
  • Academic background and experience in selected area of research.
  • Solid fundraising experience.
  • Terminal degree in a related area (PhD, JD, MD, etc.) preferred.
