Departmental Overview

The Assistant Vice Chancellor & Controller is a senior level staff position at UC Berkeley and has campus-wide responsibility for the oversight of accounting activities and financial services. Reporting to the Vice Chancellor for Finance & Chief Financial Officer, the Controller oversees the Controller's Office, whose mission is to deliver efficient and effective financial services; support decision-making based on timely and accurate financial information; provide best practice financial guidance and consultation; promote accountability and the management of risk; and be an advocate for sensible policies and practices. The Controller, through subordinate management, develops and monitors internal control environment; interpret and implement policies; develop and issue internal and external reports; and oversees financial systems.

The Controller directs accounting and financial operations involving over 4,000 active extramural funds, about 385,000 individual AP invoices/expenditures totaling $760 million, payroll totaling $1.3 billion per year for 31,000 employees (academic and staff), cash handling deposits exceeding $1.2 billion per year, and loans and receivables of $900 million per year. The Controller has authority, as delegated from the Chancellor to the Vice Chancellor, over the operation of controls designed to ensure sound and ethical business practices and compliance with existing policies/procedures as well as accounting laws and practices.

  • Develops and executes the vision and the objectives for the Controller's unit.
  • Through subordinate managers, has overall accountability for Controller's Unit objectives and evaluates performance towards meeting goals.
  • Has full responsibility for personnel-related matters. Sets clear and measurable goals. Provides professional development opportunities. Manages performance issues.
  • Having wide-ranging accounting-related experience, uses professional accounting concepts and standards and campus objectives to manage complex accounting issues and assignments.
  • Researches accounting and tax issues impacting the campus.
  • Facilitates the preparation and submission of the campus' financial statements and other filings.
  • Ensures that the accounting records are maintained accurately.
  • Provides advice and consultation on matters of internal controls, operating efficiencies and process improvements related to fiscal operations.
  • Provides leadership for a variety of ad hoc initiatives, including but not limited to financial system improvements, new system implementations, process enhancements, accounting structures for new business models and relationships, etc.
  • Internal and external contacts often pertain to accounting and financial reporting matters of significance to the department and campus.
  • Represent UC Berkeley in system-wide projects, initiatives and working groups.
  • Leads other senior managers to establish campus strategic plans and objectives and advises senior management of opportunities, risks, and external audit activity.
  • Provides training and communications to all stakeholders about the financial operation, policies and procedures and related projects and services.
  • Leads the campus through policy and/or systems changes by practicing excellent change management techniques.

Required Qualifications
  • Bachelors degree in accounting, business, finance, or related area and/or equivalent experience/training.
  • Extensive experiences and in-depth knowledge of accounting and internal controls best practices, policies, procedures, and systems.
  • Strong knowledge of GAAP, GASB, and/or FASB; all of the above strongly preferred.
  • Expert ability to recommend as well as research, interpret, and apply policies and procedures and ability to determine a course of action based on these guidelines.
  • Expert level analytical and detailed orientation skills to synthesize interfacing policies and information.
  • Exceptional collaborative skills and political acumen. Position requires expert inter-personal skills and ability to work effectively across the organization at all levels.
  • Skills must include sophisticated service orientation, strong management skills, leadership skills, sound judgment and decision-making, critical thinking, creative problem solving, and effective verbal and written communication skills.
  • Demonstrated success in people and resource management as well as ability to set strategy and lead/motivate high performing organizations to meet goals.
  • Outstanding ethics demonstrated by an uncompromising commitment to integrity, ability to confront highly sensitive issues and maintain objectivity.
  • Experience with an integrated ERP system.
  • Significant number of years of progressively responsible accounting/business/finance leadership experience in a complex environment.
  • Has expert knowledge of campus and/or industry systems and practices.
  • Has expert skills needed to assume responsibility for the overall operational success of the function.

Preferred Qualifications
  • PeopleSoft Financials and Supply Chain management experience preferred. Experience on a project implementing or upgrading an ERP system a plus.
  • Experience and knowledge of fund accounting preferred.
  • A CPA and/or advanced degree in related area is strongly preferred.
