Departmental Overview

The College of Engineering (COE) at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States With more than 225 regular faculty members, 1,800 graduate students and 3,100 undergraduate students located in seven academic departments, Engineering Is the second largest college on the Berkeley campus. The multi-unit Dean's Office provides administrative, student services, development, capital projects, and facilities management services. COE occupies ten buildings on the Berkeley campus and has extensive facilities at the Richmond Field Station. In addition, the College manages collaborative research facilities in Blum Center, Berkeley Way West, Helios, Stanley Hall, and Sutardja Dai Hall along with other remote sites such as Mudd Hall, Shires Hall, 2150 Shattuck Ave, and the Stadium. Operating expenditures for the College as a whole are close to 230 million annually

This position is the Facilities Project Manager (FPM) for Blum Hall, and acts as the Deputy to the COE Assistant Dean of Capital Projects and will provide support for all COE facilities as needed. The position requires project and facilities management expertise in all other COE buildings and collaborative research facilities as required by project, e.g. office reconfigurations and/or renovations. The FPM manages the estimates, design and construction of facilities and capital/minor projects, including renovations, expansions and new facilities and infrastructure as well as landscape projects: collect, develop, and analyze technical data to determine project requirements and preparation of Information regarding specifications, materials, equipment, estimated costs, and completion times,

Additionally, this position involves the management, long-range planning, organization, coordination, oversight and/or performance of multiple operational activities and services for all COE buildings, including space planning, general maintenance, and tracking of repair services, move planning and coordination, development of procedures, policies and communications related to Infrastructure and safety. Includes hazardous materials control, emergency preparedness, fire protection, radiological safety, accident prevention, air and water quality, and other EH&S programs and policies.

Incumbent mentors, trains and develops new and existing COE facilities and project managers in construction, project and facilities management operations. Likewise, the FPM oversees the following administrative office operations: administrative, financial, and procurement services, budgeting, travel and entertainment, events management, PRRs, blanket agreements, access control (card key access, key control, and video camera surveillance systems, maintenance and key control databases and development and an online facilities reservation system; space planning and design services, and is executive assistant to COE's Assistant Dean of Facilities and Capital Project.

  • Incumbent is assigned to projects of broad and diverse scope, size, impact, budget, and project team size which requires the exercise of independent judgement in selecting methods, techniques, and evaluation criteria for obtaining results. It requires managing activities that involve departmental or cross-functional teams, developing detailed project plans, developing solutions to issues that arise, and organizing interdepartmental activities ensuring completion of the project/product on schedule and within budgetary constraints. The position requires the creative access and use of resources and methods to reduce project budgets including actively repurposing existing products to integrate into new projects.
  • Formally establishes project plans, including working with other units, departments, and the Office of the President (i.e., SMCP, Budget Office and other Capital Project Units) to facilitate this effort and ensure funding transfers.
  • Prepares and approves project budget cost estimates, functional studies and establishes project schedule and budget and reviews with clients; establishes milestones and monitors adherence to master plans, budgets and schedules. Manages and provides oversight of the services of Architects, Engineers, and Consultants for the duration of the project.
  • Selects architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants. Administer, review and recommend action on design, reviews construction documents to ensure compliance with programs and policies of the University. Oversee the preparation of construction documents and related construction cost estimates, develops preliminary construction schedules incorporating end user interruption limitations, campus physical plant interface requirements for shutdowns, and campus review and inspection requirements.
  • Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes; ensures plans and specifications conform to all codes and regulations. Ensure project requirements are defined, building management contract and contract changes are negotiated. Monitor adherence to master plans, budgets and schedules. Identify problems and develops solutions, such as allocation of resources or changing project scope. For large scale projects, solicit most estimates from outside contractors and acts as liaison with selected vendors throughout renovation/construction. Review and inspect outside contracting work, reviewing job specification and daily performance. Ensure project is properly closed out and Operations and Maintenance Manuals and record drawings are provided by the Contractor. Works directly with Physical Plant Campus Services to ensure project warranty issues are accurately documented, addressed, and resolved during the project warranty period.
  • Formally establishes campus projects, including working with other units and departments to facilitate this effort and ensure funding transfer. Determines delivery method and bids or negotiates construction contracts. Plans, coordinates, reviews, monitors and oversees schedules, budgets, staff and deliverables. Reviews, and oversees construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List; specializes and focuses in monitoring construction milestones.
  • Acts as liaison among project participants and resolves problems or conflicts, including recommending range of solutions to disputed issues or contractor claims.
  • Creates project in MS project and other designated project management software applications including updating and reporting of project status as required by organization, regulatory agencies and Capital Projects Management, including budget and schedule; may include monthly written analysis of project.
  • May oversee, manage, and / or direct space and interior planning and design services for projects within COE and other intra-campus departments. May include space layouts, drawings, specifications, and act as liaison with furnishings vendors and contractors.
  • Enforce reviews and interprets space planning and allocations for a large building or group of buildings. Work with the Campus Planning office and Facilities project planners to coordinate the planning design, and implementation of general and specialized facilities, and modifications (general or specialty labs. Ensure the campus and COE occupancy needs are met.
  • Mentor, train, and develop new and existing facilities project managers and facilities management specialists within COE as well as other campus departments in projects and facilities process and procedures. May oversee, manage, or direct other project facilities managers. Contribute to the development of project management standards in methodology and tools for the unit. Prepare and present training on project management standards and facilities processes and procedures.


  • Serve as the Facilities Operations Manager, Building Safety and Emergency Preparedness Coordinator for Blum Hall. Manage equipment and operational systems repairs, coordinate office moves and relocations, coordinate security and key control requests, coordinate facility general maintenance and emergency requests, work with Blum Hall team to develop, present and implement rules for renting of Blum Hall space.
  • In conjunction with COE Safety Manager coordinate regulatory requirements with EH&S, Fire Marshall's Office and other campus departments. Point of contact and coordinate annual inspections and regulatory compliance programs and fire life safety inspections. Manage and schedule safety training and maintain safety records and oversee health and safety standards for Blum Hall.


  • Oversee all aspects of administrative office operations management to include procurement, financial services, human resources, recharge administration, blanket contracts, PRR's, travel, entertainment, events, Moving services, excess & salvage, technology, and other campus services. May assist in managing RFS administrative operations as needed.
  • Manage business processes and budgets; devise, recommend and implement improved or new business processes to the COE Assistant Dean of Facilities and Capital Projects.
  • As executive assistant, interface with campus senior management, deans, department heads and executive assistants of other campus units to collaborate and schedule events, meetings, seminars, workshops, and activities. Provide support and analysis on a broad range of issues. Act on behalf of the Assistant Dean of Facilities and Capital Projects in his absence to manage unit operations and maintain efficiency and smooth work flow. Incumbent has the authority to make decisions to ensure that projects and operations are continuous and uninterrupted. Advise and collaborate in developing and conducting seminars, workshops, and other programs for the College and Campus.
  • Performs organizational, departmental and administrative activities not directly relating to projects, including serving on committees representing department or unit.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline.
  • Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component.
  • Advanced analytical, organizational and problem recognition / avoidance / resolution skills.
  • Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen including the skill to work effectively with multiple constituencies to advance organizational objectives.
  • Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget.
  • Working skills in building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, HVAC maintenance, electrical maintenance, and custodial services. Knowledge of local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes.

  • Advanced knowledge of the campus and COE, including its mission, vision, goals, objectives and achievements, infrastructure, rules, regulations, policies, short- and long-range strategic building plans.
