Position Summary:

The Established Program to Stimulate Competitive Research (EPSCoR) represents a federal-state partnership to enhance the science and engineering research, education, and technology capabilities of states that traditionally have received smaller amounts of federal R&D funds. Through EPSCoR, Idaho is building a high-quality, academic research base that is serving as a backbone of sustainable scientific and technological (S&T) enterprise consistent with state S&T strategic plans and priorities.

The project director serves as the principal administrator of EPSCoR in Idaho and the principal investigator on National Science Foundation (NSF) Research Infrastructure Improvement (RII) Track-1 awards. The director plays a vitally important role on behalf of the Idaho EPSCoR Committee to plan and implement long-term strategies regarding the operations, programs, and direction of EPSCoR in Idaho.

This position requires leadership in collaboratively engaging multiple research-intensive institutions and a diverse array of undergraduate institutions to build connections across disciplines and to energize others to work together. Regular travel (statewide, regional, and national) is required. This involves the coordination of researchers and administrative research leaders on multiple campus and overseeing the financial management, planning, and development of complex budgets.

The director will interface with multiple state and federal entities including: the Idaho State Board of Education (SBOE); the Department of Commerce; congressional staff in Washington, DC; the National Science Foundation; and other Federal agencies having EPSCoR or complementary programs. Responsibilities include visiting Capitol Hill, attending national meetings regarding EPSCoR or topics relevant to Idaho's scientific strategic initiatives.

The project director reports to the Idaho EPSCoR Committee, a governing board of members with diverse professional backgrounds from both the public and private sectors and from all regions of the state, appointed by the Idaho SBOE. The Idaho EPSCoR office and the Idaho EPSCoR project director are located at the University of Idaho, within the Office of Research and Economic Development, which serves as the NSF EPSCoR fiscal agent. Partner Idaho research universities are Boise State University and Idaho State University.

NSF EPSCoR objectives are: a) to catalyze key research themes and related activities within and among EPSCoR jurisdictions that empower knowledge generation, dissemination and application; b) to activate effective jurisdictional and regional collaborations among academic, government and private sector stakeholders that advance scientific research, promote innovation and provide multiple societal benefits; c) to broaden participation in science and engineering by institutions, organizations and people within and among EPSCoR jurisdictions; d) to use EPSCoR for development, implementation and evaluation of future programmatic experiments that motivate positive change and progression.

Minimum Qualifications:

Applicant must possess a doctorate and be eligible to hold a full-time tenured academic appointment in one of the Universitys academic departments.
A successful research record (grants and professional publications) in science or engineering in order to justify the rank of associate or full professor.
Experience in broad-scale research management and academic administration, with demonstrated proficiency with grants and contracts administration, budgetary oversight, federal submissions policies, and human resource management.
A successful record of teaching at the undergraduate and/or graduate level.
A successful record of dealing effectively with a wide variety of stakeholders and various segments of academic institutions, government, industry, and the public.
Excellent oral and written communication skills.

Preferred Qualifications:

Extensive knowledge of federal granting agencies, particularly NSF, and a strong track record in support of the EPSCoR mission.
Demonstrated commitment to creativity, research excellence, and collaboration
Experience managing and leading an EPSCoR (or similar-scale, multi-million dollar) program is advantageous.
A working knowledge of federal regulations and guidelines to ensure regulatory compliance.
