Departmental Overview

The Berkeley Sensor & Actuator Center (BSAC) is a graduated NSF/Industry/University cooperative research center, formerly funded by the National Science Foundation, but now entirely by a consortium of corporations and government agencies. Since its foundation in 1986, BSAC has been devoted to research on sensors and miniature moving mechanical elements or MEMS (MicroElectroMechanical Systems) that take advantage of the remarkable progress made in integrated scaling technologies. BSAC is a Multi-Campus Research Center, with a presence at not only UC Berkeley, but also UC Davis. Faculty Co-Directors are from the academic departments of Electrical Engineering & Computer Sciences, Mechanical Engineering, Bioengineering, and Chemical & Biomolecular Engineering.

Major financial and policy support for BSAC is provided through sponsoring Industrial Memberships, in which companies commit two senior research representatives to the Industrial Advisory Board. Members joining BSAC as Regular Members at $70,000 annually receive in return, access to all research activities. These include seminars, secure password-protected research synthesis and output, benchmarking, recruiting and project access. Collaboration Members join at the $155,000 level with the additional benefit of a custom project defined and managed in collaboration with a BSAC faculty Co-Director. BSAC research funding exceeds $8 million per year involving the 12 Faculty Directors, 23 Affiliate Faculty, roughly a dozen post-doctoral researchers, and over 80 students. Industrial membership has averaged around 34 Industrial Members over the past ten years. The center would like to see growth that raises this number, perhaps by 10 or more, over the coming decade.


The BSAC Executive Director functions as a colleague of the BSAC Faculty Co-Directors and Affiliate Faculty for the purpose of developing and implementing activities that support the research agenda of the 12 BSAC Faculty Co-Directors, 11 from UC Berkeley and 1 from UC, Davis. The BSAC Executive Director reports to and works with the BSAC Faculty Principal Investigator with administrative support from ERSO/Team 2, the campus organized research unit that serves as BSAC's administrative host.

The responsibilities of the BSAC Executive Director are as follows:
Recruit and retain membership within the consortium. Identify and cultivate prospective new industry partnerships for BSAC and individual industry donations for BSAC directors. Expand the Center's program by marketing it to firms that are interested in emerging MEMS and Sensor technology. In addition to the research-focused technical representatives directly involved with the research activities of BSAC, the Executive Director works with Industry Members to establish liaisons at the highest feasible corporate level. Coordinate the interests of approximately 35 Industrial Members in a Multi-Campus Research Center so that BSAC research efforts remains in the pre-competitive mode. Adjudicate membership conflicts over research resources by assembling membership teams and industry affinity groups within the BSAC industrial partnership community. In a coordinated fashion, build teams to cooperate not compete. Design, develop, and implement, in collaboration with the Center's Faculty Co-Directors, applied research and educational programs, such as symposia, conferences, and executive education courses that meet the needs of current and prospective students, faculty members and industry professionals. Marketing, enrollment, logistics, program evaluation and other support functions will also be under the responsibility of the Executive Director. Assemble the diverse research activities of the constituent research groups for cogent presentation to Center members at the semi-annual IAB (Industrial Advisory Board) meetings. Work with the BSAC Manager to coordinate and plan IAB meetings and set their two (or-three)-day agenda. Run the IAB Industry Committee Meetings on the final day of the conference with an eye one identifying and resolving membership issues. Schedule, organize, and conduct one retreat per year for the BSAC Co-Directors to review the center mission and vision and to plan for growth. Facilitate brainstorming sessions with Faculty, researchers, and Industrial Membership to elicit new areas for research. Work with Industrial Partners to develop RFPs (Requests for Proposals) out of those brainstorming sessions. Seek to fulfill individual member's requests for research by matching with appropriate BSAC Co-Director research groups. Advise students, alumni and other members of the University community who pursue entrepreneurial or start-up ventures. Such guidance includes technical aspects of new venture development, including financing and other resource acquisition and referral to appropriate resources. New start-ups from BSAC students and faculty will then be cultivated as BSAC members or industry partners. Liaison with government funding agencies as potential funders for BSAC research. Stay abreast of research trends in funding and position BSAC to avail itself of opportunities as they arise. Match faculty with funding opportunities. Pursue grant and other funding opportunities and collaborate with the Faculty Co-Directors and BSAC Manager in writing successful proposals. Coordinate feedback from DARPA, NSF, other government agencies, and industrial membership on relevant directions of research. Liaison with the Office of Technology Licensing on all intellectual property issues. Interface with the press and other media to promote BSAC, the BSAC Co-Directors and Affiliated Faculty, and Industry Members.
Required Qualifications

*The Executive Director must possess both research and communication skills as well as corporate level business experience to effect successful interactions for the Center.

*A graduate degree in engineering, physics, information technology, economics, business policy, organizational psychology or other relevant field plus university experience is highly desired. A specific practical focus on new technology generation is essential.

*The Executive Director must possess knowledge of MEMS and sensor technology and the international research community.

*The Executive Director should be known and respected within the research communities that BSAC technologies target.

*Demonstrated creativity, drive, initiative, and the ability to work successfully with a diverse array of senior academic, administrative and corporate constituents is required.
