Department Summary

The Tufts Office of Strategy & Program Development tackles the most interesting and pressing challenges in higher education through critical strategic planning, advisory, and analytical support. The Office serves the University as a partner to Tufts’ schools and the central administration in the identification and development of mission-related opportunities that transform the University’s model for sustainable success in the 21st century higher education ecosystem. We achieve this mission by providing business analysis and project management expertise for transformational strategic initiatives (often serving as an internal consulting agency), by providing best-in-class market research and business analysis to the Tufts community, by partnering with schools and units across the university to build strategic portfolios of educational programs, and by supporting the university’s strategic planning processes and the cultivation of a strategic mindset in all areas of the institution. Led by an Executive Director, the Office reports to the Executive Vice President and works closely with the Office of the Provost in establishing and implementing its priorities.

What You'll Do

Job Summary & Responsibilities

The Director, Strategy & Analysis reports to the Executive Director of Strategy and Program Development and owns and/or implements several of the Office’s key ongoing services and functions and, in doing so, is fundamental to serving as a key strategic partner to the Office of the Provost, Schools, and Central Units.

Market Research & Business Analysis

  • Supports the Executive Director in continually evolving the vision for Market Research & Analysis, seeking to improve the impact of its offerings for the university as it evolves
  • Owns the implementation of the university’s market research and business analysis function, with an emphasis on educational programming, but with opportunity for expansion in the future
    • Completes and manages others in completing market research: such as competitor benchmarking, Peer school / employer interviews, labor market assessments, general higher education trends
    • Completes and manages others in completing data analysis: such as labor data analysis, IPEDs data analysis, application / enrollment analysis, financial analysis
    • Generates key findings and actionable recommendations by synthesizing market research, data analysis, and knowledge of Tufts / higher education / other industries
    • Develops and delivers formal reports and presentations summarizing meaningful findings and recommendations for an executive audience
  • Leads and performs sophisticated business / financial analysis to support high-level decision making and advance university priorities. Past examples include
    • Bi-Annual Top Program Opportunities report for the University leadership
    • Acquisition business case for the School of the Museum of Fine Arts
    • Future of Allied Health Education at Tufts strategic vision
    • Development of a central space reservation system and space planning process
  • Manages the development of reports and dashboard on school program portfolios, program performance (admissions, enrollment, financials), and competitive and labor markets for senior leadership and board of trustees

Program Portfolio Development & Review

  • Develops the vision for and owns the implementation of the university’s program development, approval, and review process in strong collaboration with the Executive Director and the Office of the Provost
    • Develops and maintains the templates, policies, and standard operating processes that support the development and review of academic programs
    • Collaborates closely with School deans, faculty members, and senior administrators to provide support and guidance throughout the development and/or review of academic program proposals, leveraging market research and analysis expertise
    • Coordinates with key administrative offices (e.g., Budget Center, Education Technology Services, Library, Marketing) to review program proposals and monitor new program performance
    • Manages a Salesforce database of academic program proposals and existing academic programs, centers, and affiliation agreements
  • Manages the operations of the Program Development and Approval Committee (PDAC), a cross-functional committee between the Executive Vice President’s and Provost’s Offices
    • Keeps PDAC apprised of the status of all proposal and review processes through email and monthly pipeline meetings
    • Oversees the maintenance of the PDAC inbox, website, and shared files/folders
  • Develops and maintains analyses and presentations on program development activity and impact for a variety of audiences, including senior leadership and board of trustees
  • Identifies opportunities to continually improve and advance program development and approval processes, and responds to stakeholder questions and addresses concerns related to the process

Strategic Planning & Mindset Cultivation

  • Supports the Executive Director in managing a variety of strategic planning initiatives including preparation for, brainstorming about, and follow-up on
    • the university’s annual planning and budget process
    • semi-annual strategy debriefs with the Executive Vice President
    • quarterly strategy debriefs with the Dean/EAD of each school
    • bi-monthly EVP/Provost priority alignment meetings
  • Supports the Executive Director in managing and/or owns a variety of initiatives that support the cultivation of a strategic mindset culture at the university,
    • Support initiatives include agenda-setting, priority list alignment
    • Designs and develops digests of market research and Tufts / higher ed landscape news for executive consumption, distributed to senior leaders as the Tufts Market Mindset monthly newsletter
    • Designs and operates the Innovation Roundtable, a quarterly webinars highlighting innovative activities in the market or across the institution
  • Participates in University and School committees as requested, contributing the functional and content expertise of our office to those committees
  • Contributes to the growth and transformation of the University as a proactive leader in any setting

Transformational Initiatives

  • Leads and supports university-wide strategic initiatives as identified by university leadership, as needed
    • Works with Executive Director and senior leadership to develop initiative scope, approach, and project plan
    • Oversees or executes analysis to develop recommendations
    • Leads project management to ensure on-time and on-budget initiative execution
    • Manages communication including developing communication plan, developing steering committee meeting materials, and presenting materials
    • Supports initiative transition from the strategic, development phase to the implementation phase

Office / Team Management
As a member of the Office of Strategy & Program Development, the Director will be on the Executive Director’s Leadership Team and on the Executive Vice President’s Extended Leadership Team. In this capacity, the Director

  • Engages in Office-wide and University-wide planning, committees, and environment, proactively contributing to the Office and University as a whole beyond day-to-day work
  • Manages team of one Senior Analyst and potentially student interns, as a part of a shared pool of resources for the Office
  • Manages vendor contracts and relationships in support of the market research function
  • Manages the unit’s budget, space, and operating needs; Supports other administrative tasks and efforts as required
  • Evaluates the performance of team members and supporting professional development, coaching, mentorship, and review processes
  • Helps to develop and contributing ‘practice building’ the Office of Strategy & program Development as it grows over time

This individual will also:

  • Get things done, be comfortable with periodic ‘sprints’, have an all-hands-on-deck mentality, and be comfortable having clear performance targets and being measured against them on a regular basis
  • Be comfortable with receiving direction and working independently to create solutions and proposals relative to that direction
  • Be comfortable knowing the scope of the role and the balance of work across the stated responsibilities may evolve and change to best serve the needs of the university over

What We're Looking For

Basic Requirements:

  • Knowledge and skills as typically acquired through completion of Master’s degree and 7-10 years’ professional experience
  • Excellent skills and demonstrated experience in the following areas:
    • Critical thinking and creative problem-solving
    • Financial, business, and strategic analysis skills (e.g., survey development and analysis, market studies, pricing analysis, competitor benchmarking, financial / database analysis, business case development)
    • Development and synthesis of key takeaways and data-driven recommendations for senior audiences in written and verbal form
    • Project management and leadership of complex strategic projects
    • MS Excel, Word, and PowerPoint
  • Excellent communication skills in a variety of settings, e.g., one-on-one , leading large groups, presentations, ability to work with senior and junior stakeholders
  • Ability to handle multiple projects and priorities in a fast-paced environment
  • Ability to work as an individual contributor and/or on a small team
  • Results-oriented – willingness to be hands-on and to execute in addition to thinking big picture; willingness to learn and grow
  • Flexible – able to shift and adapt with projects and as the department/office grows
  • Proactive – does not need substantial direction, looks for opportunities to go above and beyond
  • Empathetic – demonstrates ability to understand, articulate, and adapt to a wide variety of skill sets and perspectives

Preferred Qualifications:

  • Master’s degree in business or other relevant field
  • Experience working in or with education, non-profit, government, or other public sector organizations
  • Experience in management, strategy, operations consulting
  • Experience managing direct reports and reports in a pooled resource environment
