DISTINGUISHING CAREER FEATURES:
The Dean integrates and provides administrative support to faculty and a diverse student population.  The Dean requires the ability to direct and integrate the activities of a student services and equity division and its related functions and services, to provide leadership over curriculum, faculty and support staff, and assure excellence in delivering higher education.  The Dean also requires the ability to facilitate professional development, establish standards and assess performance of faculty members.
 
DESCRIPTION
Under the general direction of the Vice President of Student Services, the Dean will perform a variety of administrative duties to advance the college's student equity goals of ensuring equitable educational opportunities and promoting student access and success for all students, regardless of race, gender, age, disability, or economic circumstances. Primary responsibilities include providing leadership and coordination for the delivery of student equity, student discipline and grievance, basic skills, EOPS, CARE, CAFYES, CalWORKs, Foster Youth, Student Life & Outreach, and related special programs and organizing, coordinating and implementing evidence-based processes that lead to increased access and success for all students.
 
The Dean plans, organizes, directs and coordinates student services and equity programs for a college.  Plans and develops programs and services that meet the needs of a highly diverse urban student population.
 
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:

  1. Provide leadership for program development; oversees, plans and provides analysis of current student services' programs to determine current and future needs for additions, modifications, and/or deletions to student services' programs.
  2. Serve as the primary point of contact in the coordination of the college's Student Success and Support Program (SSSP) and all student equity activities.
  3. Develop and implement specific high impact programs that encourage enrollment of underrepresented and disadvantaged students; collaborate with faculty, administration and staff to establish academic, financial, social and cultural support systems that encourage retention and inclusion in the college community.
  4. Plan, develop, implement and manage comprehensive programs and services for educationally and socio-0economically disadvantaged and historically underrepresented students.
  5. Provide administrative direction for Extended Opportunities and Services Programs (EOPS), Student Life & Outreach, Veterans, Foster Youth, CalWORKS, Student Financial Aid, and other categorical specially funded programs related to student equity.
  6. Work closely with faculty and staff in administering a comprehensive program of student support services, including student development and leadership programs.
  7. Collaborate with Research and Institutional Effectiveness to plan, facilitate, and coordinate research and professional development strategies and activities for the SSSP and Student Equity Plans that are based on data drive assessment.
  8. Develop methods and processes to support equity and inclusion in the college's learning strategies and evaluates all programs for continued improvement opportunities.
  9. Promote and educate students on acceptable conduct and keep the campus community informed of student codes of conduct, Board Policies and Administrative Procedures, and behavioral issues; collaborate with the college Behavioral Assessment Team (BAT) to evaluate and assist students in crisis; serve as the college disciplinary officer for student conduct issues and concerns.
  10. Assess and monitor student success and retention rates of various cohorts or pathway models, first-year students, veterans, foster youth, and other identified target populations, developing new programs and strengthening existing programs to respond to their academic needs.
  11. Evaluate and report on the effectiveness of programs, services, strategies, and approaches and propose adjustments to identified program concerns as appropriate.
  12. Direct and provide for proper staffing of student programs. Consult with faculty and administrators to design programs that enhance and meet the needs of students.
  13. Prepare or review documents for program development, working with faculty and administration to produce effective programs that meet the demands and needs related to all student services and equity development.
  14. Provide leadership for faculty and staff development and learning opportunities that enhance effectiveness in college learning processes. Provide leadership in the development and assessment of program and student learning outcomes.
  15. Direct development of division budgets and manages financial resources consistent with policy and sound financial controls. Advocate for resources to support departmental programs and opportunities and allocates resources among competing requests for funds.
  16. Conduct performance appraisals of compliance with District standards and contractual obligations. Monitors workload indicators for accuracy and balance.
  17. Perform other related duties as assigned to support the objectives of the position.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS
 
Knowledge of:

  1. California Education Code and California Code of Regulations (Title V).
  2. College services and extended opportunity programs and services that contribute to student success and equity.
  3. Theories, principles, and practices associated with higher education  student services and programs, student development theories related to student code of conduct, and student leadership.
  4. Program development and evaluation; budget preparation and administration.
  5. Assessment techniques and instructional support services.
  6. Functional leadership, training and performance evaluation.
  7. Enrollment procedures, student retention, and community relations.
  8. California Education Code, Titles V and IX; administrative regulations in order to apply and subsequently review programs.
  9. Philosophy and objectives of the community college and management principles and practices to supervise staff to achieve program objectives.
  10. College-level financial assistance programs, educational programs, community organizations, and other programs designed to meet the needs of students with diverse cultural, ethnic, social, disability, and language handicaps.
  11. Technology software  for specialized programs and student information.
  12. Current principles, trends, and methods in research to measure financial and statistical outcomes.
  13. Written language skills to prepare reports and professional correspondence.
  14. Human relations skills to conduce performance reviews, deliver persuasive formal presentations, and convey technical information to a wide variety of audiences.
 
Ability to:
  1. Develop and implement a plan of accountability for regular and extended student services, especially as related to program objectives, state, and federal regulations.
  2. Assess and link student-centered programs and services to student learning and retention outcomes.
  3. Apply the regulations of the California Education Code, Title V and Title IX.

  9. Guide and motivate others toward goal achievement.
  10. Direct and facilitate development of personal and team perspectives, and develop and deliver training programs.
  11. Develop and monitor budgets and maximize financial resources.
  12. Promote an understanding, sensitivity and commitment to meeting the needs of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students and employee populations.
  13. Work cooperatively and productively with internal and external constituencies.
  14. Advocate for shared governance, collegiality, staff cohesiveness, and for the core values of the college and District.
 
Education and Experience:
  1. Must meet one of the following qualifications (a) through (c):
    1. A Master's degree.
    2. One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
    3. Possess a combination of education and experience that is at least equivalent to the above.
  2. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.
 
Desirable Qualifications:
  1. Five (5) years of experience delivering and administering student services; one of which is in an administrative capacity.
  2. Experience in a California Community College environment.
 
Licenses and Certificates:
  1. May require a valid driver license.

Conditions of Employment

This is a contract, full-time, 12-month per year, Educational Administrator position. The normal hours of work will be 8:00 am to 5:00 pm, Monday through Friday. Flexible schedule and weekends might be necessary to address the needs of the job duties, programs and/or students. The effective date of employment will be arranged with the supervisor.

PAY PHILOSOPHY:
Starting salaries for academic positions are based on a combination of education and experience. Initial placement is within the starting salary range. Further advancements are based on longevity and professional development. An additional annual stipend is offered for possession of an earned doctorate from an accredited institution. All movement on the salary schedule will occur July 1 of each year for all eligible employees.

Sabbatical Leaves

Academic Senate
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
