Director, College Access Programs

Job Summary:

USF hosted a federally funded Trio Upward Bound Program from 1966-2017. The Director of College Access Programs will be responsible for implementing, managing, and evaluating the Educational Talent Search program wile developing new grant opportunities and program supports. The goal of ETS and other college access programs is to increase the number of students from historically marginalized communities who complete their college degrees. A group of dedicated staff, students, and parents work to create a learning environment that respects and honors the cultures and histories of diverse populations so that graduates will use their education to create more just societies here and throughout the world.

Job Responsibilities:

Ensure compliance of ETS programs and other grants with US-DOE award regulations/guidelines and University policies and procedures
Lead the preparation and submission of Annual Performance reports to the US-DOE, USF OGC, SOE and other entities
Develop and monitor an efficient management and operational system, with clear processes and procedures for the project.
Train staff, advisory board members and other stakeholders on federal regulations, institutional policies and procedures
Oversee the budget including expenses salary and program costs
Work with the OG&C, Corporate Development, SOE Grant Writer to design and carry out a strategic plan for development of CAP
Coordinate fundraising efforts to supplement annual budgets; including the writing of additional federal grants as well as corporate or foundation grants
Develop effective procedures for recruitment, selection, and hiring of professional staff
On-board, develop and supervise staff as the implement program services; ensure timely performance evaluations of project staff consistent with university HR policies and procedures
Oversee the implementation of all program services including pre-college advisement, academic skill development, tutoring, summer course enrollment, academic persistence support, collegiate application, enrollment and leadership development
Develop and maintain relationships with university Schools, departments, and programs to ensure integration of resources for project programming and activities.
Develop and maintain relationships with external resources at the local, state, and federal level to provide services and support to project activities.
Develop and manage a detailed annual budget.
Develop and manage an effective record keeping and data collection process and procedure for student records and program effectiveness.
Facilitate positive relationships with San Francisco Unified Schools, USF campus community and local and regional colleges
Conduct an annual assessment of program effectiveness and ensure evaluation information is linked to program improvement.
Promote and support the project with effective public relations in marketing, communications, and social relations with constituents.
Prepare and submit reports as requested by School of Education Deans Office and other USF Administrative Leadership.
Perform other duties as assigned.

Minimum Requirements:

Masters Degree or equivalent in Education, sociology, public administration, or related field required; EdD or PhD preferred
Three to five years experience in administering an educational equity program, e.g. Trio, GEARUP
Ability to work collaborative with individuals at various levels in a University setting
Experience planing, supervising and evaluating the work of others
Experience managing a large caseload and successfully prioritizing work load
Demonstrated sensitivity to the needs of first-generation and historically marginalized students
Proficiency computer skills and ability to administer larger data management system
Knowledge of post-secondary school application, admissions and financial aid processes
Excellent communication skills; both verbal and written
Experience writing reports and delivering presentations
