-the factories are re-tooled for production of small, energy efficient models, e.g. hybrids
-the production of Hummers, SUVs, extra-large pick-ups and anything that is lower than the new fuel economy ratings is DROPPED
-the companies diersify into the production of energy-efficient, low-carbon footprint vehicles, such as light rail cars.
There is absolutely no sense in paying Ford, GM and probably Chrysler to return to business as usual. Especially Chrysler.
